While the full scale of the problem is not known, one thing is clear: these crimes are not victimless. Just because a victim might receive a refund following a financial loss or might not come face-to-face with an offender, it does not make the experience any less distressing. Being tricked by an online fraudster or having your identity stolen can leave victims feeling embarrassed, insecure and vulnerable.
